MINUTES OF THE MEETING OF DUTTON PARISH COUNCIL

Held at Dutton Hall on Wednesday 22nd November 2023        

Present:  Councillors E Parker (Chairman),  A Dugdale, J Hargreaves, P McGovern and A H Penny

2311.1. Apologies for Absence none all Councillors present

2311.2. The minutes of the meeting held on 18th October 2023 were approved by the council and signed by the chairman

2311.3. To consider Matters arising from the Minutes 

2310.8a) Code of Conduct. Cllrs Hargreaves and McGovern had attended the RVBC tutorial and wanted confirmation on whether Dutton Parish Council need to formally re-adopt a particular Code of Conduct.  

2310.9b) Parish Noticeboard. Tom Myers will put back or provide new board – discussed re-siting.  Clerk emailed RVBC planning to enquire if need planning permission.  Also in touch with LCC.

2311.4.  Planning Applications

No new applications

2311.5.  Reports from other organisations

  1. Parish council Liaison Committee 9th Nov attended by Cllr Hargreaves: Talk on Little Green Bus, which operates across much of The Ribble Valley, although not in Dutton.  Users pay a membership fee and then a usage fee on top.  Citizen’s Advice Bureau- Ribble Valley branch now closed joined with East Lancs team and now have mobile facility in Longridge and Clitheroe.  RVBC reduced quantity of funding at the moment, but may increase depending on service.  Hoping for funding from HS2 fund to open Clitheroe to Hellifield railway line.
  2. Knowle Green Village Hall   Cllr Parker reported the hall has £24k in the kitty and have obtained grants for 30 solar panels and 2 electric car charging points, hall will contribute about £9k.  Events organised by the hall committee well attended but still short of outside bookings.

2311.6. Finance

  1. To set the precept – To cover the website and the spraying of knotweed it was agreed to ask for £1,000.
  2. The Council approved a resolution to update the bank mandate –  Councillors E Parker, J Hargreaves, A Dugdale and P McGovern to become signatories with the Clerk who is the responsible financial officer.  Two to be required to sign as is currently the case. 

2311.7 Correspondence

  1. RVBC Help for households with an income of less than £50k leaflets
  2. LALC  Hoping to re-instate area meetings.  9th Jan provisionally in diary
  3. Little Green Bus Information by email on services and areas where active

2311.8. To consider any other matters brought to the meeting

  1. United Utilities closing Gallows Lane for 3 months from 27th Nov.  

2311.9. Date and time of next meeting was arranged for Wednesday 17th January at 7pm at Dutton Hall, Gallows Lane.
