MINUTES OF THE MEETING OF DUTTON PARISH COUNCIL

Held at Dutton Hall on Wednesday 17th January 2024       

Present:  Councillors E Parker (Chairman),  A Dugdale, J Hargreaves, P McGovern and A H Penny

2401.1. Apologies for Absence none all Councillors present.

2401.2. The minutes of meeting held on 22nd November 2023 were confirmed by the meeting and signed by the Chairman

2401.3. To consider Matters arising from the Minutes 

  1. 2311.3.b re 2310.9b. Parish Noticeboard.  30/11/23 Cty Cllr Rupert Swarbrick arranged for Craig Holden to contact the clerk about re-siting the noticeboard.  Not yet been contacted.
  2. 2311.6.b Update of Bank Mandate.  Letter from HSBC addressed to the Mrs C Penny (clerk), saying they had no knowledge of authorisation to communicate with Catherine Penny – please send minutes authorising Catherine Penny – minutes of 27/01/2003 sent to HSBC no further communication regarding update of Mandate.

2401.4.  Planning Applications

No new applications

2401.5.  Reports from other organisations

Knowle Green Village Hall – Cllr Parker – The Solar Panels and Ev units are installed and paid for, waiting for an App to run.  The 80th Anniversary of D Day will be commemorated with afternoon tea.  Hall is on Facebook.  There will be a quiz night on 10th May

2401.6. Finance  The Current Account has £128.10 and deposit £2250.22.  The Council proposed that £500 should be moved from the Business manager deposit to the Current Account.

  1. RVBC sports ground survey
  2. Letter HSBC see matters arising 2311.6. b

2401.8. To consider any other matters brought to the meeting

  1. Speed Limit on B6243.  Mrs Baugh had hoped to come to the meeting but did not do so due to the inclement weather.   The Council discussed the accident that had occurred and could not see that a speed limit could have prevented the accident with the tractor.  Mrs Baugh to be invited to a future meeting.
  2. Barriers on Ribchester Bridge.  The barriers put up where a vehicle has hit the parapet are themselves causing a problem.  Clerk to discuss with LCC

2401.9. Date and time of next meeting was arranged for Wednesday 21st February 2024 at 7.00pm at Dutton Hall, Gallows Lane PR3 3XX
